Insurance defence, not the high street
The largest employers of chartered legal executives are claims and insurance firms. But 58% of employers have exactly one, and that long tail is most of the profession.
Ask where chartered legal executives work and the intuitive answer is the high street: conveyancing, probate, family, the local two-partner practice. The top of the table says something else.
| Firm | Practitioners |
|---|---|
| Irwin Mitchell | 141 |
| DAC Beachcroft Claims | 108 |
| DWF Law | 93 |
| Keoghs | 92 |
| Fletchers Solicitors | 86 |
| Kennedys Law | 84 |
| Weightmans | 65 |
Personal injury, clinical negligence, and insurance defence — the volume-litigation end of the market, where a qualified litigator who is not a solicitor is a structural advantage rather than a compromise.
The tail is the story
The concentration stops almost immediately. There are 3,101 distinct employers on the register. The twenty largest account for 13.5% of everyone with an employer, and 58% of employers have exactly one practitioner.
So the register describes two professions at once: a few thousand people inside large claims operations, and several thousand more distributed one and two at a time across small firms in 436 towns. Any statement about “the profession” that does not say which half it means is describing the wrong one.
We matched those employers to Companies House — 1,995 of them to a live company number, and another 311 to public bodies that will never have one. The Crown Prosecution Service, the Government Legal Department, the Home Office and thirty local authorities between them employ over a thousand people on this register.
What their own firms say about them
For 2,534 practitioners we found a profile page on their employer’s own website and read it. The single most striking finding is what those pages leave out: 37% never mention CILEX, or the words “chartered legal executive”, at all.
For 904 people, the firm that employs them publishes a page about them that does not say what they are qualified as. The register is the only place it is written down.
