Why they are counted separately

The Professional Paralegal Register is a register of competence, not of authorisation. Nobody on it holds a reserved legal activity by virtue of being on it: a paralegal does legal work under supervision, and the register records that CILEX has assessed them, not that a regulator has authorised them to act in their own right. That is the whole difference between this page and practice rights, and it is the difference the public most often does not know exists.

It is also the half of the profession the internet does not have. 39% of the paralegals searched for returned nothing — no profile on their employer's site, no LinkedIn, nothing — against 29% of authorised practitioners. A register that is hard to search, of people who are hard to find, is a poor way for a client to check anything.
